How do I get the hotfix that is listed in KB914678?

I'm haveing a problem and get this error message.

Description: File server Resource Manager Service Error: Unexpected error.

Error-Specific details:
Error: IMessage::Send, 0x80040211

And the article says to contact my OEM. My OEM is a small computer builder
that built our custom server, they don't help us.
