A box saying I must Accept or Decline the Microsoft End User License
Agreement (EULA) pops up every time I open a Microsoft document.

I ACCEPT it every time, I've printed it, but it STILL keeps popping up.
It's annoying as heck. Is there some way to make it go away for good? I
understand the terms already! Sheesh!

Log on as an Administrator, open an Office component, agree to the EULA,
close and log back on as your User.

If your Office is in the Windows 7 environment then do the following

Run Windows in Safe Mode, launch Word, accept the EULA, then shut down and restart.

If not in the Windows 7 environment then follow what Gordon posted
