My hard drive burned up and I had to replace it. How do I restore my
previous Quick Launch buttons? Where are they stored in my backup?

Copy them from your backup in whatever manner is available to you (depending
on how/with what you backed up) - they are located in the user profile.
Usually that will be:

C:\Documents and Settings\<your username>\Application
Data\Microsoft\Internet Explorer\Quick Launch
