Generally a retail version can be installed on 2 working devices

It contains references in a license terms about reassign and other
important issues - I use Office 2007 references, but basically the same
applies -

Find your license terms for office basic edition 2003 - identify the kind
of license you have - generally - Retail, OEM, or Media Less and then read
the specific section of the license terms for what you own.
