Tried it again and while watching the video and doing stuff in Reaper I got a blue screen of death. Rebooted again and tried a different scenario but using this staying on top program. Again BSOD. It has bad code for 64 bit and I am going to uninstall it now and/or do a system restore or both. I will search for a program that is for W764 bit. I am currently watching a youtube video tutorial with no options like that. However, my problem is now fixed. I kept searching and searching and I was led back to the other link John Braner gave me called DeskPins. I did not go for it originally because it wasn't even supported by Vista but it is working well. It is this cool very *tiny* application that shows up on your taskbar and you just drag the poster pin and click on the website you want to keep on top and it holds it up there like a pin would. Reaper giggled when I did that and then Reaper just out of the clear blue said "I love it when you do that", so we are good to go. Thanks Glennbo and thanks John.
