You are asking about the system notification area (aka tray area) of the Windows taskber. Time to start learning some terminology (reading a Windows for Dummies book would also help). The chevron (<<) appears only because you configured the Windows taskbar to hide inactive tray icons. Right-click on the Windows taskbar, Properties, Taskbar tab, and deselect the "Hide inactive icons" options.
