That's not a list of processes. It's a list of login table entries.

The idle time has nothing to do with when a process (with the relevant
TTY as its controlling TTY) was last started. It isn't an attribute of
a process at all.

That a TTY is idle doesn't mean that the various processes with it as a
controlling TTY are doing nothing.
