This error happens because IIS attempts to decrypt certain keys in the Metabase (usually passwords) when starting the IIS Admin Service and uses a MachineKey under C:\Documents and Settings\All Users\Application Data\Microsoft\Crypto\RSA\MachineKeys to do this.
