Could the Orange SIM have been a contract SIM tied to another IMEI? I have no idea of Orange do this, but it could explain why you could not register.

Or in the past someone has used an unlocking code and not put the right one in, only unlocking it on one range #5 or #7

As far as Orange are concern, if there is a billing dispute they block the phone.
