No it's not. The human brain is holographic, one can excise a section and
in many cases the brain will reboot and rewire itself to have functionality
that was removed get reinstated in a surviving section of brain, usually
through repetitive therapy.

Secondsly, the human brain isn't "Designed." That's a cultloon belief.

Holographic means that any part of the brain would be a representation
of the whole, so the brain is not really holographic.

However, the brain is resilient and always looking for something to do,
and sometimes cells adjacent to damaged cells will assume the task of
the damaged ones, and sometimes the migration of a function can cause
strange problems, including phantom-limb pain. One of the theories of
acupuncture is that stimulation of part of the body can awaken brain
cells near the sensed body area, for example there is a place on the
face that is sensed by a brain region next to the brain cells that sense
one hand. Still, that is not holographic.
