Is it possible to add a font to a VO application so that it can be
used within the application without having to install the font in
Windows first?

I would just be using this font for FixedText controls.

Hi Travis.

Yes of course. The function is called CreateFont(). This is a Win32 API
call that either uses a named font that pre-exists or one you design at
runtime, based on one of the four base font design types.
