This issue has come up several times, and I'm inclined to the the straightest path to a solution is just to temporarily hook up a floppy drive to your internal FDC. Your motherboard *probably* has that, even if there's no room in the chassis to permanently mount the drive.

Dell has a rather neat web site that lets you enter the service number for your computer, and then provides info about the original equipment and available drivers. Here is the list of supported USB floppy drives: KB916196 - "A connected USB floppy disk drive does not work when you press F6 to install mass storage drivers during the Windows XP installation process" http://support.microsoft.com/kb/916196/ However, I'd second David's advice and recommend the nLite tool.
