I thought this had started for me after updating the display drivers for my ATI graghics card and it kind of looked like an overlay problem. Not wanting to fix it in MSconfig I disabled it in My Computer> Manage>Services. After reruning IE8 several time it went back to putty or whatever color it's supposed to be and has remained that way. YMMV Especially if you don't have ATI(AMD) graghics.
