I'm not sure if you resolved your issue but I'm posting these details to potentially help others that find themselves in this same situation.

I had a customer's SBS2008 server with the exact same problem (i.e. running the "Set up your Internet address" wizard would result in an error setting up Exchange that suggested running the "Fix my network" wizard.) The "Fix my network" wizard would say that everything was fine but OWA did not work.

This was a migration from SBS2003 to SBS2008 and during the initial setup we received an issue that mentioned "Exchange Server 2007 cannot be installed." Upon inspection everything looked in working order but then we stumbled into the issue with running the "Set up your Internet address" wizard.

The first thing we discovered was that the Exchange mailbox role did not completely install by going into Programs and Features (i.e. the mailbox role was not greyed out). We then looked at the Exchange setup logs which mentioned that the mailbox role failed to install because it could not create a Public Folder Database. We manually created the Public Folder Database in the Second Storage Group by referencing an existing SBS2008 installation. We then finished installing the mailbox role via Programs and Features.

Of course this did not fix the problem! We attempted installing Exchange 2007 SP2 and Update 4, manually recreating all Send / Receive Connectors, Accepted Domains, etc. and we still got errors running the wizard. We installed every Microsoft Update patch under the sun for SBS2008, Exchange 2007, rebooted both servers involved numerous times, etc.

We found an article along the way that mentioned uninstalling and reinstalling Exchange 2007 roles on a SBS2008 server but we figured a restore would be the best solution before we got to this point. The Default Web Site contained the various Exchange applications (i.e. owa, Exadmin, Exchange, etc.) which is not correct for SBS2008. We removed them from the Deafult Web Site and JUST ran the script mentioned in the Exchange 2007 reinstallation documentation found here - http://technet.microsoft.com/en-us/library/dd767439(WS.10).aspx.

Set your hostname to "<your SBS2008 server>" (with quotes). This recreated the correct folders and OWA started working after we added our SSL certificate from GoDaddy.

There was still some house cleaning left like converting the Address Lists and Offline Address Book. We had to change the OAB generation server, etc. I'm not sure if manually adding the Remote Domains for "Windows SBS Company Web Domain" and tweaking the EAPs had anything to do with the end result but I figure I'd mention it none the less.

The SBS Best Practice Analyzer finds no errors and the most severe warning
it issues is that a log file is getting large. I am not sure exactly what I
am looking for in its output, but to me it looks like it does not find
anything that could account for my issue. Is there anything in particular
that I should be looking for?
