Yes FP2003 was the last release of web development tool in Office family of products. Originally, Sharepoint Designer was supposed to replace it but now it is given away for free to anybody who wants it. <http://www.microsoft.com/downloads/details.aspx?FamilyID=BAA3AD86-BFC1-4BD4-9812-D9E710D44F42&displaylang=en> The official product for web designing and development is Expression Web and the current version is version # 3.
