This sounds like a description with a left-bias. There's never been a government which wasn't promiting the interest of the ruling class and its clinging to the power. Only the PR is different. If think you're wrong about the Nazi's though; they too give lipservice to the "volk"; the only think that sets them apart from socialism is the "nationalist". Instead of the "international socialism" the country and the native people were the leading factors of their ideology.
