So then you want real hair on your midget I mean AI widget person.

So, you have a lab, you have some Styrofoam, you make a big head, and
you connect sensors to its head in the form of strands of fake hair with
sensors on them, and then you do the hair flip with the giant head and
record the motion and then put that into a program and now you have a
hair flip and then you sculpt the hair and add body and its looks more
real when you are done.

Then you can make that a hair behavior, the hair flip and it will have
directions of flip and intensity because when your sectretary AI wants
to flip her hair, she is doing it for a reason.

(And unless you like burnt pancakes don't underestimate the importance
of hair in society)
