My guess is when you are using web, it would use the headers your browser sends (which includes the browser). If it identifies itself as Internet Explorer on Windows 7, then chances are you're not using your handset...

In the legal section, it stipulates : Euro Internet Boosters ..... Remember you can't use your phone as a modem or use internet on your phone for peer to peer file sharing, instant messaging (except if you have a Sidekick) or making internet phone calls. Which to me says ... if you have a handset, then you can purchase the Euro Internet Booster to use the handset as a modem for your laptop and you must only purchase the Euro Broadband Booster if you have a data dongle.
