This has just to appear after the possibly coincidental uninstallation of
Panda Business Secure Exchange.

Start -> Run -> anything.msc and MMC cannot open the file ...

This may be because the file does not exist, is not an MMC console, or was
created by a later version of MMC. This may also be because you do not have
sufficient rights to the file.

From the command prompt mmc.exe browse to a .msc same error..

Any assistance gratefully received.

I have also just had this issue - i checked the mmc version and found
that it had reverted to v2 , A visit to microsoft site and an
installation of v3 solved my problem

installing the roll-up, not hotfix, from the KB as it might fix this
goofy broken association issue that you seem to have. Worst case
scenario, go and grab MMC 3.0 in downloadable format and try a
re-install. It may already complain that it's installed but perhaps it
might do a repair.
