This installs all languages and you can switch between them by using the Control Panel. The copy of XP or Vista must be English-US as far as I know. This localizes buttons shown by message boxes, menus, and the Start Menu. Unfortunately, it's not free, but if you have MSDN subscription, then you can get it. I was looking for a solution which works on any machine, not just my local machine. So either the information has to be available on a stock Windows machine, or the software has to provide the information by itself. I implemented the latter now.
