One alternative to your problem of your OS being too old for Scribus is
to use one of the Live Linux cds.A lot of them have Scribus on
them.That's what I did with an old Win98 box I was using.

p.s. Gimp ran faster on the Linux Live cds too rather than the Win98
compatible version.

Taking about linux I just want to mention that
http://www.osalt.com/kword is also an alternative to quark. Eventhough
KWord is considered a word-processor, it has frame-based layout
capability allowing you to use it a you would with many DTP programs.
