In Terminal, do:

defaults write com.apple.mail PreferPlainText -bool FALSE

Since I think this is the normal default, you must have set it to TRUE
sometime in the past.

I used to use Eudora Pro, but they stopped developing it for the Mac,
so I eventually switched to Mail.

I think you need to exit Mail, execute the commands, then start Mail.
Did you do this?
