Likewise occasionally with Google IMAP and Mail in Leopard. I just
delete them from time to time.

That behavior might be a result of Mail.app doing an automatic save
while you were composing the email. Belt and suspenders, thingie.

I'm guessing that the answer to my question is 'Yes'
That would be (probably) a bug, in that occasionally
something makes the temporary draft become permanent.

Yes, it's a bug. The draft appears to be deleted when the message is
sent but it comes back on the next refresh. It happens even with Snow
Leopard Server hosting IMAP.
