The tracking is enabled via the server policy.

1. Are you 100% sure you have enabled Message Tracking correctly?

2. Does your account have the relevant permissions? You need at minimum
Exchange View Only Admin.

What about the rights on the message tracking logfile (server.log)?
Do you have related events in the eventlog (maybe event 2011)?
