This is not true. I've participated in two moderated groups
in which the moderator simply passed all posts which were
on topic and reasonably polite. Change "invariably" to
"might" and your sentence might be true.

That's pretty close to what the potential moderators have
agreed to. The moderators might decide, however, that
the 0.999... threads are dominating the group and curtail
them (perhaps banning the topic for a month to let the
the smoke clear.)
