I'm not sure what version of Quicken (or Windows) you are running, but for Q2008 and Q2009 on Windows XP, there is a Quicken.ini (in addition to QUSER.INI): it's just where Intuit said it would be. I had no trouble finding the file, and it does contain an "[INTERNET]" section. Make sure you looked in the "All Users" folder and not in the folder for your Windows user (which is where QUSER.INI resides for Q2008 and Q2009 under Windows XP).
