Something wrong there - Outlook 2007 will certainly read (and write to) the old 97-2002 pst file format. How are you trying to read these old pst files in 2007?

Could this by chance simply be a case of having copied over the PST file(s) from another computer and forgetting to remove the "read only" attribute? (Right-click on old PST file(s) --> Properties). If the old PST files are not corrupt - O'2007 certainly supports the '97-2003 format otherwise.
