Only by adding another physical server, or a virtual machine instance (of
2000 Server or Server 2003) on the SBS Hardware, using VMWare or Virtual
Server.

Either solution requires the purchase of a Windows Server License and
Terminal Server CALs.

I have the same problem, i follow the suggest procedure, but it was not be
solved.
Under TERMINAL SERVER LICENSING i have one server, named Server01, Under
Server01 i have Win 2000 Server with no limit, i add Win 2003 Server -
Terminal Services for devide with 25 CAL licence, but from the LAN i cannot
log in with more two connection at the same time. Thank you for cooperation.
