What happens when you select the following link:
http://openoffice.bouncer.osuosl.org/?product=OpenOffice.org&os=winwjre&lang=en-US&version=2.3.0

You can use bittorrent (more information that can be found here :
http://en.wikipedia.org/wiki/BitTorrent) , but the above should work as well
for 'straight' downloading.

I understand your not wanting to deal with Bit Torrent :-)

I just downloaded 2.3 by going to http://www.openoffice.org, clicking
on the big green 'get openoffice.org' box, then on a big green
'Download OpenOffice.org' box, then on 'Windows', then on a big green
'continue to download' box. It then downloaded a 122-Mbyte file.
Does that not happen for you?
