Have you tried turning off "Remove Unused Colors"? Again, with the
actual file available it will be much easier for someone to figure
things out. A video is helpful to see your process, but it is no
replacement for experimenting with the real thing.

Well you're not imagining things. There is definitely an issue here for
some reason. I even built a new bubble and got similar results. However,
I was able to fix things (not that you should have to) by first
switching to PNG 32, setting my matte color to white, then going to PNG
8 and setting the palette to exact. With your sample, I ended up with
151 colors, which looked pretty good. I didn't (and you won't) get 256
colors because there are not 256 distinct shades of grey in the image.

On further experimentation, it seems this behavior occurs if no matte
color is set. As soon as I set a matte color, I am able to switch to the
exact palette.

Can anyone confirm whether this has been improved in latest Fireworks CS3? PNG export seems to be ridiculously buggy in FireFox.
