I've got a user running Outlook 2003 and recently all incoming HTML email
(internal and external) is automatically converted to plain text. This is
not a desired function. The header in the opened email has a message that
"this email was converted to plaint text". I've looked everywhere but can't
find any place where this would be intentionally configured in the user's
Outlook client. Any ideas how to stop this?

they probably enabled read all mail as plain text - tools, options, email
options button, Read all standard mail in plain text.
