If e-mailing is what you meant, you cannot e-mail *between* e-mail clients. E-mail clients receive their traffic from a mail server. If you uninstalled it from your then you need to reinstall it provided you have a legitimate license and the installation disc. If the shortcuts disappeared but the program is still installed, you could recreate the shortcuts, do a Help->Repair in any Office component to see if it recreates the shortcuts, or just run the outlook.exe program directly.
