You have to fix what is causing that at boot time. Looks like something got scrambled in the early boot stuff. If you are running XP or Vista, you could try a repair install but you would need the CD it was installed from to do that. It might be enough to just save the cmos settings from that initial screen you dont want.

Just do this & check the BIOS settings, most likely these got changed when the power failed. It's a common thing & easily corrected. Don't try to "repair" windows till you have checked the BIOS settings!!!
