I had a server hardware die and can't get the system working because of this same issue. Veritas/Symantec say it's a Microsoft issue. Which is quite troubling. I'm not a threatening type guy but if sys admins cannot restore servers fairly easily and quickly using common backup/restore methodologies then they are going to move to something else. In my case there was no system restore involved. My error message is almost identical: A Windows Product Activation error dialog box. "A problem is preventing Windows from accurately checking license for this computer". Error Code 0x800703e6. My installation is from a volume licence agreement. The only thing I see similar to the same post as a trigger is that this box runs a full NT backup each night. There are several other postings with this same issue, but I have not seen a reply from an MVP or any offered solutions from the community as yet.
