You can install FP2 right away. Every FP package code has 3 install options
(Unix, Linux):

../db2setup GUI installer
../db2_install manuall installer (installs everything)
../installFixpack upgrade to fixpack level

On Windows there is one installer that handles either the installation or
upgrade of DB2.

As already mentioned, you can install the latest fixpack only. Just remember
that only the clients are free and come with a perpetual license. The other
versions that have a full database engine(except DB2 Express-C that you
download elsewhere) come with a 90 day free trial license that will expire
unless a valid license is installed.

You might be interested in an article I saw on the Register today about
Ubuntu shipping DB2 Express C as part of it's upcoming server release.

Keep in mind that this does not apply to DB2 Express-C. You cannot apply
fixpacks to it and must follow the upgrade instructions included in the
latest DB2 Express-C release you are installing (there will not be a DB2
Express-C release for every fixpack release).

Also, be sure to save any DB2 Express-C images you may need, because as soon
as the next release of DB2 is available, the old DB2 Express-C images will
be removed from the IBM website.
