It isn't. It is a qpopper problem. I configured qpopper using
--without-pam and --disable-specialauth. Supposedly --without-pam is
the default but that doesn't seem to be the case. Supposedly,
--disable-specialauth gets around the incorrect password problem, but it
doesn't. When I telnet to pop3 on my localhost, enter my user name and
get asked for my password, I get the following error:

-ERR [AUTH] Password supplied for "rbp" is incorrect.

However, it is correct. Therefore, what am I missing. I am that close
to getting this working if I can just solve that problem. Apple Mail
tries to pop localhost but it can't because qpopper thinks the password
is wrong.

By jove I think I've got it. I reconfigured qpopper with no arguments,
made it and installed it. Then I went to /etc/pam.d and copied login to
pop3. I was able to telnet with no problem!!!

I opened mail and created a new account for localhost. Again, no
problem.

I will write up a complete process for getting localhost working on
10.6.2 and post it as soon as I can.
