By jove I think I've got it. I reconfigured qpopper with no arguments, made it and installed it. Then I went to /etc/pam.d and copied login to pop3. I was able to telnet with no problem!!! I opened mail and created a new account for localhost. Again, no problem. I will write up a complete process for getting localhost working on 10.6.2 and post it as soon as I can.
