HxD has both portable and installed versions at its download page -- home
page is http://mh-nexus.de/en/hxd/ . Executable is 1.6MB (installed
version).

I'm not an expert user on hex editing, but I used it in the past to
change some things in agent.exe. :-)

I third that. You can also use it for searching and changing
things in memory and disk. Very small download.
