Effectively this is an isolated DC-DC flyback since the input is line
voltage rectified and filtered.

#1 rule of EMI: Don't make noise.
#2 rule of EMI: Put the noise current back where it came from.
#3 rule of EMI: A little DC resistance can be your friend.
