I hope I can explain this but a long time ago I had a recipe program
that you could change the number of servings and it would adjust the
amounts for all the ingredients accordingly.

Here's an easy example:

1 cup milk
1 cup flour
1/4 almond flour

And say I needed to make half the batch. If the yield on this recipe
initially for those ingredients above is for 4 people, then I'd just
put 2 in the yield box and it would put in a special box beside the
original amounts, the new amounts so that I'd get this type of thing:

1/2 cup milk
1/2 cup flour
1/8 almond flour

Is there any app out there that can do this for us. I'm not sure
there's a free recipe application that can but even a "helper" app
where we can put measurements in and it can half then or double them,
or whatever we need.

You may have had BigOven, as it does exactly that.

Is there perhaps something like a "helper" app that will do this that
isn't necessarily a recipe program? It's a pain to use a straigh
converter because you're dealing with so many different types of
measures, cups, teaspoons, tablespoons and ounces ...

Anyway, will keep trying.

I used MealMaster quite some time ago (on win98 PC).

From their website, the current version is freeware and runs on almost
all windows platforms (its still an MS-DOS app).

From their description, it looks like the current version does what you
require:
