If the fan is not connected and spinning, the sensor is not sensing, and the system refuses to boot up (or maybe allows you to over-ride the fan not running message and boot up anyway). In short, replacing the cooling fan in most Dell P4 systems is an extremely difficult task, because of the proprietary fan connector on the motherboard.
