Turns out, IISADMIN is not started. When I try to start it I get the
following message in the Event Log:

The IIS Admin Service service terminated with service-specific error
2146073478 (0x80090006).

I checked the Microsoft knowledge base, but there was nothing. Where can I
go from here?

Please post the EventID error # please. It will help us look it up for you.

It can also be a corrupted MachineKey. See the following, and search within
the page text using IE's text search for "IIS"

This should also be generating an event in your event log. THAT will have
more pertinent information. Please look that up, google it, and if
