I'm getting ready to install SSRS 2008 on a production server. If I have a
known number of users outside my organization (ie web users) that will be
able to run SSRS reports, will we need to still buy per processor licenses?
The application that uses SSRS requires a login to be setup, so we will
always know how many users there are outside our organiziation that will be
accessing these reports. Does anyone know if we can get by with a server
license or CALs? Or does 1 outside user require us to purchase processor
licenses?

Hi Jason,
Since the question is a license issue, you can call 1-800-426-9400, Monday
through Friday, 6:00 A.M. to 6:00 P.M. (Pacific Time) to speak directly to
a Microsoft licensing specialist, and you can get more detail information
from there. Worldwide customers can use the Guide to Worldwide Microsoft
Licensing Sites to find contact information in their locations.

Best regards,
Charles Wang

Just keep in mind that there is absolutely no difference in licensing for
Reporting Services versus SQL Server.

My understanding is that typically for an internet application you need per
processor. However, if you are limiting the people connecting and having a
CAL for each user then my guess is that would work.
