By default, Outlook schedules meeting starts and finishes on half hour
intervals. Is it possible to set meeting starts on quarter hour, or 10
minute, intervals?

One way is to set your calendar time scale to, say, 15 minutes, then preselect
the time interval prior to clicking New. You can set any time you wish for a
start or end time just by entering the value you want in the appropriate
field.
