See http://qa.mandriva.com/show_bug.cgi?id=32399 I have the same, but as far as my limited testing has shown, iptables (which shorewall is just a configuration front end), is still working correctly.. I'm not sure what the ip_set kernel module is actually used for, but for a simple internet client, everything seems to be working ok without it.
