It is supposed to contain the file keepalive.py (the README.Debian is mentionning it) but a dpkg --listfiles python-urlgrabber doesn't show that file. If you don't find a reason, it should be safe to file a bug. If you do find a reason, you could file a minor bug against the documentation. In this case I can see that it is Contents-i386.gz (apt-file), but the package is actually missing the file.
