Hansen and Matsushima presented their paper in March 1967.

The first direct analysis of the Venusian atmosphere was made by the
Russian space probe Venera 4.
Venera 4 landed on Venus October 28, 1967.

Until then, although it was known that the atmosphere contained CO2,
nobody knew how much. The instrumentation was designed to detect the
presence of water, oxgen and hydrogen - none of which were found. In
fact the capsule was designed to survive immersion in water, which
indicates how little was known about the planet back then.
