There's no Ruby in it (Perl + sh), but Girocco runs repo.or.cz and probably does a good deal of what you need: http://repo.or.cz/w/girocco.git As mentioned previously, there's also Gitorious which is Ruby. I've never administered either of those, as gitosis+cgit are enough for my needs. -- Eric Wong

It does not provide create capabilities.
