Yes, I am using WebLogic ; but the issue I am facing is with Apache.
The number of connections in TIME_WAIT are really high for Apache. But
my main concern here is to find out what is causing tcpAttemptFails to
grow. I still have not found an answer to that.

PS : The ulimit is set to 8192 in commEnv.sh
