If, for example, the OP has a defective power supply, or something is drawing an excessive current causing the power supply to self-protect by shutting down, no amount of reformatting (why format?) and reinstalling will be of any use.

The other possible hardware problems are a bad CPU fan, possibly bad ram.

Also, if there are any malwares then these too are destroyed once and for all. The OP should also be advised to install SP3 and then stop AUTOMATIC UPDATES because there are not required after SP3 is installed. Firewall should also be configured in such a way so that "No exceptions are allowed".
