I've messed around with all sorts of page settings and still no
luck. I have a report that is landscape (11 x 8.5) and when I
preview the report Globals!TotalPages reads "Page x of 5". However
when I print the report out, it reads "Page x of 87". Many many more
pages than expected. I've also noticed that the online pages seems
unusually long for landscape.

Andy,

If you are relying on SSRS for all of your Page Splits the online view
is not going to be an accurate depiction of what the printed report
would look like.

The easiest and quickest way that I test what a printed report will
look like is to export it to PDF first and see how many pages you get
there.

There are a couple things that you want to check. I would make sure
that they body of your report is narrow enough to fit in the page. So
if you have the margins set to 1" on the left and right you want to
make sure that the Body of your report is only 9" wide. If your
report is too wide, you could be getting extra pages that are blank
therby increasing your page count.

I am not sure of anyway to ensure that the online view matches what
would be printed out.
